A shopkeeper <a href=\"http:\/\/www.theglobeandmail.com\/news\/national\/toronto\/vigilante-shopkeeper-rejects-plea-deal\/article1334887\/\">who caught a thief and locked him up until police arrived<\/a> is now charged with kidnapping, among other things.<\/p>\n<p>We&#8217;re from the government, and we&#8217;re here to help.  Oh, and that little thing called the Law?
